Scope matters more than page count
Two sites with the same number of pages can require very different work. Design, content production, languages, forms and integrations all affect the scope. A proposal should distinguish what is supplied by you and what needs to be created.
E-commerce and applications need detailed workflows
Product variants, payment methods, delivery and order handling add operational requirements. Applications also need user roles, business rules and integrations. Examples of real journeys are more useful than a long technology list.
Separate launch costs from recurring costs
The domain, hosting, paid licenses, maintenance and later changes may be recurring expenses. Ask what is included, for how long and what happens afterwards.
Prepare your brief
